Download this free official New Zealand government app and use it to request your NZeTA and pay the IVL. Using the app is the fastest way to request an NZeTA and should take you less than 5 minutes.
You can use the app to scan your passport to upload your details and scan your credit or debit card for ease of payment.
You can request and pay for up to 10 NZeTAs in one transaction for your family or group.

I applied for this with ease. Simple steps to follow and a few personal questions to answer, then enter payment. Self-portrait with a phone camera was easy, as long as you line yourself up in the shadow outline they provide and make sure to have a plane solid backdrop and don't smile, it accepts image. I was approved and issued in two hours!!! Easy steps. Pleasant experience.

Make sure you have a clean background when you attempt to scan the passport and focus on the data lines at the bottom. I didn't do this for the first few attempts and it would not take my scan. Once I got the scan of the passport the camera photo made me adjust and adjust until I was able to upload an acceptable picture. It is still an oddity if you haven't done it before.

Didnt run into any major issues when using this app. It scanned my passport without any issue once I lined up the bottom bar of the passport as shown in the app. The photo taker was a little hard to use by myself because it needed to be so far away from my face to get the shot right. But, it does tell you what you need to change to line up the photo correctly. Once I submitted the application, the approval process took less that 2 minutes.
